What Vonnegut is saying, by the government forcing everyone to be equal only hurts the society. Each individual contributes to society in many different ways. Some are talented and creative, some intelligent, some athletic, and others average. If everyone gets participation trophies or earns the same grades, then that can lead to laziness and dependency. People unable to think freely are easily manipulated, which can be dangerous by those in power that have access to the media and public narrative. This allows those in power to stay in power.
