The first step is the first reading. You introduce your bill to the parliament. No voting or discussion happens here.
Yes, anyone can. To make a bill you have to go through a couple different steps.

The bill now moves on to the committee. this is where they discuss and make changes that are needed. The committee has an option to approve it without changes, approve it with changes, or not approve it at all. When they do approve the bill it moves to the second reading.

The second reading is debating the principles. The decide what is the main purpose of the bill, and why they want the bill. Once they know the big picture of the bill it will move on.

The report stage is where the house of commons and the senators review it. They examine it and then it moves on to the third reading

There are two last steps needed. The third reading is where they look over the bill one last time. Once all good it moves to the royal assent. The royal assent is where it gets approved and signed from the monarch.
