There are multiple conflicts in the story but the main one that starts the other conflicts is the drought. The drought caused famine, which caused illnesses to spread from eating food from the ground, and many died in the process.
Rising action
In the second rising action, because of the drought and famine, many die from hunger and illnesses. Many of William's loved ones die throughout these hard times.
Resolution
Because William's family doesn't have enough money for him to go to school he chooses to strive for his own goals. He starts by going to the library and learning about energy and how to obtain it.
Falling Action
In the first rising action, William's town goes through a drought causing many to lose the next year's harvest. Because of this, the village loses money and food to eat slowly.
Once he lights a lightbulb he decides to go to greater heights. He makes a water pump for his house along with lights. In the end, the famine slows down along with the drought. William's family continues to live with the promise of a harvest.
The falling action is when William takes action and starts to scour for parts for his windmill. Once he finds all the parts for his windmill he realizes that he needs the motor still. Once he finds a motor he is able to light a lightbulb.
