After France captured the ships, President John Adams sent three representatives—Elbridge Gerry, Charles Cotesworth Pinckney, and John Marshall—to France to negotiate peace. However, instead, they were met by three secret agents known as XYZ, who demanded a bribe to stop the ship seizures. Angered, the three representatives replied, "Millions for defense, but not one cent for tribute."
