In 1976, The bill went to the supreme court in Buckley vs. Valeo. The arguement was that spending limits betrayed the first amendment, but the court held that spending limits were constitutional, and they established new contribution limits and addressed PAC financing issues.
My opinion is that the bill needs to be put in place. I would have voted for it because campaigns need limits and the Watergate scandal helps prove it.
