does that mean that other states going through the same problem are now able to sue for reapportionment problems due to the ruling of this case?

yeah it caused the residents of the districts to sue the state because the felt that this violated their right to equal protection under the 14th amendment. the case reached lower court first and they dismissed the case saying its a political question that should not be addressed but then the case went to the supreme court where the previous ruling was reversed and the supreme court deemed the case a justiciable issue .
