When Coulombic attraction increases then atomic radius decreases and when that happens the electronegativity also increases

Yes and Ionic radius is very important. It is the same as atomic, except the size varies when you add an electron (making it an Antion) or remove an electron
Thats actually called the Effective nuclear charge and you can find it by subtracting the shielding constant by the number of protons in an atom
