South Carolina, led by John C. Calhoun, argued that states had the right to nullify federal laws they believed were unconstitutional. President Jackson did not agree with this. He sent troops to South Carolina and asked congress to pass "Force bill" which allowed him to use military force on any state if necessary.

The crisis was peacefully solved. Henry Clay created a compromise bill that slowly lowered the rate of the tariff. South Carolina stopped its threat of rejecting the law. This caused tension between state rights and the federal government. This would later be a cause of the civil war.
