Silence in the courtroom! As per the Necessary and Proper Clause of the Constitution, a federal bank could be made. However, states cannot tax it. The power to tax is the power to destroy!
Your Honor, the state of Maryland is taxing the national bank. This should not be allowed because federal institutions should not be taxed by the state.
Well, the Constitution does not explicitly state that federal institutions could not be taxed by the state.
