In a monarchy government, the power was rested in the hands of someone usually called a king. There were not normally queens because unfortunately Greeks did not allow women to have power.
At first, the rulers of the government would be chosen by the people, but slowly the kings decided that after they died they wanted their eldest son to take over and become king.
Kings of ancient Greece had the power to decide punishments for people who broke the laws, make the laws, set taxes, lead the army during battle. act as judges, and oversee religious ceremonies.
Most kings in ancient Greece would have a council of advisors to help them make the best decision for their government, and usually these advisors were wealthy men who were very intelligent.
It took a while, but the advisors realized that they outnumbered the king, and that they should power over Greece. Eventually they ended up overthrew the king, and took the power for themselves.
By 800 B.C.E., there were almost no Greek city states that were ruled by a king.
