Just like any day, Marcus, the matter shifter, woke up like any other.
He has the power to change the phase of any form of matter he sees.
...To liquid...
From solid...
...To gas.
He is able to change the form of matter into another state.

By adding or reducing the energy of the molecules inside the substance.....
ENERGY
When he went outside, there was a drought that plagued the town he was living in.
So.... hot..........
When he saw this, he gathered water from the nearby ocean and evaporated it into water vapor.
Up to the sky...
He then condensed it to the town he lives in....
..and created rain for all to see.
