The play begins on the streets of Rome, where officials Flavius and Marullus find workers celebrating Caesar’s victory. Annoyed by their sudden shift in loyalty from Pompey to Caesar, they scold the crowd, send them back to work, and plan to remove Caesar’s decorations to keep his pride in check.
Marullus:You blocks, you stones, you worse than senseless things!Knew you not Pompey? …And do you now put on your best attire?And do you now cull out a holiday?(Act 1, Scene 1)
Cassius:“I will... throw [letters] in at his windows,As if they came from several citizens,...wherein Caesar’s ambition shall be glanced at.”(Act 1, Scene 2)
During a Roman festival, Caesar ignores a warning about danger on March 15. Cassius talks to Brutus about how Caesar is becoming too powerful. Casca says Caesar acted like he wanted a crown even though he refused it. Cassius plans to use fake letters to make Brutus think the people want him to stop Caesar.

On a stormy night, Cassius and Casca discuss strange omens in Rome. Cassius sees them as signs of Caesar’s growing power, which he believes must be stopped. He plans to manipulate Brutus with forged letters, and Casca agrees to join the conspiracy.
