It is a balancing act to meet the demands of IDEIA and the NCLB laws. School officials find the acts competing and conflicting. Is it the collective best interest or the individual best interest? Do we reform or carry on? The IEP can help clarify if it is written and implemented with due diligence. RtI/MTSS may make a positive contribution to discipline and behavioral issues. There is hope for a balance between "one-size fits all" and "student-centered consideration".
