- When there is a new idea for a law, a group of people with similar ideas come together before they present their idea to congress
- Idea for new law: School bus must stop at all railroads

- Then, the new law is discussed in House of Representatives and is discussed in committee
- If the law does not pass in the house, it goes back to committee to be changed or edited
- Idea for new law: School bus must stop at all railroads
- If the law is passed in the House, it goes to the Senate for discussion
- Idea for new law: School bus must stop at all railroads
- After the law gets passed through the entire congress, it goes to the president for his opinion
- If the president accepts the idea, called a bill, it becomes a law ;^)
- If the president does not accept the bill, it is called a veto and the bill has to go all the way back to congress
