After women won the right to vote in 1920 (19th Amendment), inequality still continued in employment, education, and legal protections. The feminist movement of the 1960s-70s renewed calls for the Equal Rights Amendment.

The Equal Rights Amendment was passed by Congress in 1972, but fell short in state ratifications by 1982. Only 35 of the required 38 states had ratified it, mainly due to high levels of opposition. Opponents feared social disruption, and supporters wanted and fought for justice and equality.The amendment states that "Equality of rights under the law shall not be denied or abridged by the United States or by any State on account of sex."

Despite working similar hours, women were paid significantly less than men, and were largely restricted to "pink-collar" jobs like a teacher, nurse, secretary, or librarian while being discouraged or banned from professional or skilled trade roles. Employers often refused to hire married women and fired pregnant women. These issues started to gain more interest in the 1960s-1970s.
