The townspeople were arguing about the new law and thinking that it was unfair; they wanted more independence.
Attention fellow townspeople! I have been sent from the Mexican government to inform you that a Law has been made- All immigration from U.S has been prohibited, no more empresario contracts, and no more slaves from U.S!
