the Gods learned of Loki's three children and gathered with the Norn's to learn of these children's fate.
The Norn's prophecy declared that the children would bring about Odin and Thor's death. The gods realized the must capture the children to prevent their fate.
Odin sent Hel the the world of the dead, where she became leader. He then threw the Midgard snake into the ocean where it grew and surrounded the realm of the humans.
Finally they caught Fenrir whom they kept in asgard to keep a close eye on, the Norns told Odin to find a way to bind Fenrir's power, otherwise Odin would die. They tried three times each time with a stronger chain to chain Fenrir but each time he broke free.
Finally the dark elves made a fetter sure to hold Fenrir. The Fetter was made of 6 impossible things, and the gods promised if Fenrir could not break it they would set him free, because if he could not break it he was not a threat to them.
Fenrir insisted that a God must lay his hand in Fenrirs mouth as a showing of trust before he allowed the fetter to be put on him, when he could not break free the Gods refused to set him free, so his bit off the God Tyr's hand that had been in his mouth.
