John Locke believed that to rule a government has to come from the governed. He was in England's glorious revolution in 1688. Locke came up with the idea that all human beings must have 3 basic human rights.
Rousseau had almost the same believe as John Locke on the state of nature but differed on the role of government. He saw society as the influence on people.
Montesquieu called for complete separation of power to maintain balance within government. Making different branches of government such as, legislative, executive, and judicial.
