- On June 20, 1790 Alexander Hamilton, Thomas Jefferson , and James Madison got together to talk about America's 25 million dollar debt from the war.
- Hamilton
- I think we should make every state pay a little bit of the debt until its payed off.
- Jefferson
- I want the capital to be in the middle of the country like Pennsylvania.
- I don't like your idea Hamilton.
- Madison
- Hamilton
- why do you not like my plan?
- Jefferson
- Because it makes states that already payed most of their debts pay more.
- Madison

- I just want it be be in the center of the country
- I want Virginia to be the capital!

- I agree to make all the states help pay off the debt!
- I still don't think it is fair to have other states pay off your debt!

- On April 1790 James Madison and the House voted against Hamilton's proposal. They also decided to make Philadelphia the first capital of the United States!
