The Good Neighbor Policy was created in 1933 with the purpose of improving relations with Latin America.
FDR implemented the Good Neighbor Policy. Roosevelt’s policy stressed cooperation, non-intervention, and trade instead of military force.
In the field of world policy I would dedicate this nation to the policy of the good neighbor—the neighbor who resolutely respects himself and, because he does so, respects the rights of others.

The Eighth Pan American Conference in Lima, 1938 held the Declaration of Solidarity of America. American republics agreed they would defend each other against foreign interventions.
The U.S promoted itself in a positive manner through cultural exchange and understanding. They had motion pictures, radios, and press portraying L.A. culture positively.

In 1934 Congress passed the Reciprocal Trade Agreements Act, where the U.S. lowered tariffs with a specific country in exchange for trading rights.

Mexico and Bolivia both had large reserves owned by foreign companies such as Standard Oil.
Bolivia takes Standard Oil’s assets without payment because the Standard Oil company was illegally selling to Argentina. Because of this, the U.S. stopped providing bank credit and they received 1.5 million dollars for the company's loss in 1940.
