- The Directors often clashed with the legislative councils, who then sought to dismiss them. The political instability of the Directory in France paved the way for the rise of a military dictator, Napoleon Bonaparte.

- Napoleon saw his role as a moderniser of Europe. Initially, people saw Napoleon as a liberator who would bring freedom for the people. But soon the Napoleonic armies came to be viewed everywhere as an invading force.

- In the administrative field he had incorporated revolutionary principles in order to make the whole system more rational and efficient.
- The Civil Code of 1804 – also known as the Napoleonic Code will be implemented. It will abolish all privileges based on birth, establish equality before the law and secure the right to property.

- He finally crowned himself the Emperor of France in 1804. He overthrew the directory. Through a return to monarchy Napoleon destroyed democracy in France.
- Uniform laws, standardised weights and measures, and a common national currency benefitted businessman. The reactions to this were mixed. Initial enthusiasm soon turned to hostility as people lost their political freedom.

- Increased taxation, censorship, forced conscription into the French armies, all seemed to outweigh the administrative changes. He was finally defeated in Germany, in the Battle of Waterloo in 1815.
