- The big states want representation based on population. The more people a state has, the more power they should have!
- The small states want one vote per state. Equal representation is the most fair for states with less people!
- We have reached THE GREAT COMPROMISE!

- I agree to have representation based on population in the other house of Congress.
- Today we need to decide on if enslaved people will count in the population.
- The Northern States have less slavery and believe enslaved people should NOT be counted for representation, only for taxation.
- The Southern States have more slavery and believe enslaved people should count for representation, NOT for taxation
- We have reached THE 3/5ths Compromise!
- I agree to have enslaved people count for 3/5ths of the population if it includes taxation
- I agree to have enslaved people count for 3/5ths of the population if it includes representation
