Pathos: He generates feelings of frustration and desperation in the audience because is clear in the movie that Truman is seeking freedom, and Burke is holding him back in the name of a "law" that doesn't really exist.
Ethos: Truman trusts him as an authority figure within his community since he appears to be a reliable person.
