- TheNew Jersey Plan Vs Virginia Plan was an overalldisagreement over a new government.Virginia felt as if the population as a basis should be for the house of representatives and that 2 houses with seats should be based on population.The New Jersey Plan was drafted in response to the Virginia Plan. Within the New Jersey plan, there would be one house with one seat and one vote regardless of the population as stated in the Articles of Confederation.

- States in the North and South couldn't agree on how slaves would be conted as a population. Therefore, in order to compromise it was decided that slaves would count as three-fifths of a person.
