Being ruler is a tough job, which is why I hire scribes who keep track of everything and I hire soldiers to protect the empire (and me) and to enforce the laws I make. I do have to pay them though... I got an idea what if we make people pay a yearly fine for living and we won't tell them how much they owe, and the more money you have the more you have to pay and we'll call them taxes for whatever reason. My ancestors were chosen by the gods to rule over this land and they pass rulership to the eldest son like a family heirloom.

If there were no rulers how would my empire be? If there were no rulers there would be no rules which means no more empire or peace. Without laws the empire would be pure and utter chaos, you couldn't walk fight feet without all your bones being broken and all you stuff being stolen. Rules are very important for the safety of everyone and their families safe.

The reason I am ruler and the reason we have a government is that we need someone to maintain peace and keep us in check. Sometimes you need someone to look up to for help on decisions or to see who your striving to be. The government started out just safeguarding and maintaining food supplies and we pooled in our resources to create the first civilization, that's right even the first civilization had a government.
