- France wanted Americans to help with their revolution but America did not have any resources so US told France that they wanted to stay neutral, and France did not like that so they started attacking US ships.

- US wanted British to stop attacking US ships so they made a treaty that British stop attacking US ships and called the treaty the Jay Treaty. France saw the treaty as a threat or attack so they started attacking US ships and US sent envoys to France.

- Jefferson wanted to start an embargo act and halt trade with other nations. Since foreign ships couldn't get in Britain and France were at loss, so Britain agreed to stop attacking US ships. Then in the end over 55,000 sailors lost their jobs in the in the part.
