- Meanwhile, in the Independence Hall
- Hey, I have an idea! I call this the Virginia Plan! Maybe the voting should be based on population! The bigger states get many votes! I mean, its only fair!
- EVERYONE STOP! CHILL OUT!!!
- Wait...But that ain't fair! Us smaller states don't get as many votes as YOU guys do! That means we will always lose since we don't have as many people!
- Hmm? Then what are you thinking?
- How about this? We make a bicameral legislature, one lower house called the House of Representatives that is focused more on population for voting, and a upper house called the Senate that is more focused on equal votes for states!
- Oh, I know! This one's called the New Jersey Plan! We should have equal votes by having an equal population! That way, us smaller states can actually compete with bigger states like you guys and that way, its fair for us!
- But that isn't fair because then we LOSE population so that every state is equal, and also, people shouldn't be forced to stay or move to a state to make for equal representatives! That's against their rights!
- But here's the thing with the Virginia Plan, the bigger states get to basically rule over the smaller states with their much more powerful population numbers! We don't want another monarchy to start up in our country, don't we?
