Soviet wanted independence on Algeria. They are no longer a french colony so that opened the area for a soviet alliance and influence. The soviet's lent Algeria money, and they provided armies/ and military equipment for Algeria. Soviet's provided technical assistance to build industrial plants, agriculture, and personal training.
Oh no Russia has attempted to exert influences in North Africa.
The relationship with Algeria and the United States. The U.S. imposed its global priorities regardless of local context, confused nationalist with communists, and supported colonial power. The communist regulars infitrated Algeria, and The U.S. would be bound by the North Atlantic treaty. Algeria was on the edge of becoming a cold war battleground.

Algeria doesn't act against other countries, neither military nor diplomatically. Algeria steered itself as one of the strongest countries in the continent where a bigger economy is being built. Some allies of Algeria are Iran, Syria, North Korea, Belarus, and Russia, the enemies are France, Morocco, U.S., Israel, and Saudi Arabia.

The Russian's position on Western Sahara issued has historically been in line with Algeria. The messages go beyond expressing a return to be a regional force in Africa. The message reveals that Moscow's intention was to complete the reveal with the EU.
