- I would consider this scenario cheating because Rachel is just copying the answers off of Phoebe when Phoebe did all the work. I think that Rachel is cheating because she didn't do anything or do any work but Phoebe did all the work. They cheated because Rachel copied Phoebe's exact answers. If I were placed in this situation, I would just ask the teacher for help, or I would ask Phoebe just for help, not the answers.
