Our Virginia Plan supports a two house legislature. Also, we believe that the population decides representation in Congress. The larger states support this plan.
Our New Jersey Plan supports a one house legislature. This plan allows Congress to have equal Representatives for each state, no matter the size. Smaller states like our plan because they dont want to lose power to the government.
We came up with the Great Compromise, which is an agreement between small and large states. We agreed to be Bicameral and our Senate will have equal representation in Congress. Also, our House of Representatives will have representation based on the population.
Here in the Southern States, we want to count slaves as population because it helps us have a large voice in the government. We don't want the population of slaves to be included when we are figuring out the amount of taxes we need to pay.
Here in the Northern States, were we are against slavery, we do not want slaves to be included in the population count when deciding Representation in the government, but we do want to count slave population for taxation.
We created the Three-Fifths Compromise to keep peace between the North and South on this issue. We have decided to count three- fifths of the slave population to determine Representation in the House of Representatives, and for taxation.
