The Good Neighbor Policy was implement in 1933 by President Franklin Delano Roosevelt. It began when;Cordell Hull, Roosevelt's Secretary of State, attended the Montevideo Conference in December 1933, when he supported a statement approved by most Western Hemisphere nations: No state has the right to engage in the internal or exterior affairs of another.

S.o.S. Hull also further solidified this ideology by stating, “no government need fear any intervention on the part of the U.S.”

The policy caused changes in American behavior as the U.S saw Ramon San Martin come to power in Cuba but the U.S didn't send troops. In addition, U.S marines left Haiti, Nicaragua and also renegotiated the Panama Canal Treaty#160;
Well the Platt Amendment Abrogated (1934) was a key event as Cuba could not sign treaties that would compromise its independence. Hence, the US occupied Cuba when its government collapsed to prevent fighting on island. limiting Cuba's right to make treaties with other nations and restricting Cuba in the conduct of foreign policy and commercial relations.
Key Events
Other key events include the Reciprocal Trade Agreements which caused the U.S to lower tariffs with specific countries in exchange for trading rights. For example, 90% of Brazilian exports became duty free. Also, 1936-Buenos Aires Conference which forced the U.S to protect business interest further solidifying the Good Neighbor Policy.
