The Articles Of Confederation was a document that established the workings of the newly independent U.S. The AOC gives the power to the states instead of the federal government. The founders did that so they don't have another ruler like how King George was. The AOC made sure that all of the states would have equal power.
With the northwest ordinance put in place, settlers had religious freedom and could practice and preach the religion of the choice

The AOC had many legal and legislative problems. Many laws were very hard to pass saying that 9 states had to vote for a bill to them even become a law. Also each state only had 1 vote, the number didn't even vary on population making it uneven and unfair.
Shays' Rebellion was an armed uprising in response to a debt crisis. Shay's rebellion exposed the weaknesses of the AOC by exposing that the government, could not form a military government did not have money
How can we get money? The AOC wont let us tax! We cannot operate correctly with money.

With the law in place, to become a state you have to have 5k people, at that you receive a legislature. Once sixty thousand people resided in a territory, they could apply for statehood.
