- the engineers are biased towards the project and do not properly account for the concerns in the city

- When a line drawing is not done fairly, the outcome will not provide a "correct" answer. In this case, the engineers downplayed the concerns of the city to "pass" the line drawing test. In doing so, it would seem that continuing with the project was an ethical decision. If done correctly this might not have been the case.
