- First and foremost, a bill is just an idea that is proposed to a congressman.

- Sounds good! Now, the bill is almost a law!!
- We all agree that we should restrict the power plant's total pollution
- Then it goes to the house of represenatives to make their own version of the bill

- After that, it goes to the Conference Comittee to align the two bills as close as possible
- Lastly, the president can sign the bill, and turn it into a law.
