A strong central government is needed to solve the problems set by the weak Articles. In addition, a Bill of Rights is unnecessary, as state governments already have them set in place. A loose interpretation of the Constitution is needed to adapt to unforeseen circumstances and protect the people.
We must not have a strong central government, or else the government will rule like a monarchy or aristocracy. States would not be able to exercise the rights they received from the Revolutionary War, so the Bill of Rights is needed to ensure this. If the Constitution is passed, then it should have a strict interpretation, so the government would not be able to manipulate it and do anything they want.
