Hayes was a governor for Ohio, and was nominated for president. He had a good reputation of honesty and for holding moderate views on Reconstruction.
Tilden was a New York governor and was elected for president. He had gained national fame for fighting political corruption in New York City.

We have decided to withdraw the remaining troops from the South, but you have to treat other people with equality in return.

After the election, Tilden looked like ho was the winner as he received almost 250,000 more votes than Hayes. Tilden also had 184 electoral votes, while Hayes needed 20 electoral votes to win with 185 votes. Almost four months after the election Hayes was declared the winner.
Congressional leaders made this deal to settle the election dispute. The new government would give more aid to the region and would withdraw all remaining troops from Southern states and the Democrats would promise to maintain African American's rights.
