Locke believed that the ruler’s job was to protect these rights. Locke believed that government could not limit people’s natural rights, and the job of the government was to protect these rights. A ruler could not have absolute power, and, if they did not protect natural rights, they should be removed.

Hobbes believed that people gave the ruler absolute power and maintained only their right to life. Hobbes believed that people are naturally selfish, and they do not care about their fellow man. Hobbes believed that only the strong would survive unless the ruler protected them. Hobbes believed people give up personal freedoms so that the group can be safe.
