The Chinese were said to have a fair and efficient system of administration. ¨The Tang and Sui rulers used examinations to find good candidates for public office.¨ But only Aristocrats were wealthy enough to study for the civil service exams, and as a result, it was mainly aristocrats that held government jobs. Later on, they began to recruit servants. The Chinese were the first to establish a meritocracy, which is where people are either demoted or promoted based on their performance, which was also used by France and the United States thousands of years later.
The Tang and Song government built an extensive road and waterway system to accommodate inspectors, tax collectors and messengers who needed to travel. Hostels and inns were said to be on every main road. The roads also made is possible to move tea and other goods.
