Storyboard Text

  • Every law starts with an idea. Every one and anyone can come up with an idea
  • The bill can start in either house of Congress when a Senator or Representative tells about it.
  • The bill goes t to committee.  The Representatives or Senators then meet in a small group where they talk about the bill and make changes in places they need to
  • Karen comes up with an idea to help save the piping plovers. She shares this idea with more people an get them to agree with her and to send the idea to Congress.
  • The president checks out the bill and can either veto it or pass it to make it an official law.
  • When the bill arrives at Congress, it can end up in either the House of Representatives or the Senate. The law is introduced by a member of the Senate or a member of the house. The whole house will then discuss the bill and then pass it onto the committee.
  • If the bill befomes a law, then people will have to obey it and listen to what it says. 
  • When the bill goes into committee, it will go to a place where both the Senate and the House debate with each other with the bill, they make changes to the boll, like where the plovers will stay after they are rescued and how to rescue them. Both houses have to agree on the bill before it goes to the president.
  • Of the bill does not pass, then thebill will be killed and wont come back unless another person comes up with another idea about the same problem.
  • The bill has finally arrived at the White House. The people who support the bill wait anxiously for the President decision.
  • The bill has been accepted! The piping plovers will now be officially protected by people. No one can harm them anymore.
  • OR
  • The bill was rajected. It looks like the piping plovers will not have a law that would protect them. They might go extinct now. Everyone will be sad.
