Rizal landed in the Philippines on the ship Don Juan on June 16, 1892. Along with his sister Lucia, he was welcomed by a battalion of Guardia Civil Veterana.
Lucia and Rizal proceeded to Malacanang to meet with Governor Despujol about the North Borneo Projects and to beg forgiveness for his family members; he refused to sanction the proposal, claiming that Filipino farmers were more needed in the Philippines. He forgave his father but not Paciano or his in-laws.
To persuade Apolinario Mabini, Andres Bonifaco, Timoteo Paez, Pedro Serrano, Ambrosio Salvador, and Deodato Arellano to join La Liga Filipina, Rizal visited with them.

Spies were stationed in the locations he visited, reporting on all of his actions.
Despujol summoned Rizal to come before him again, and during the meeting, Despujol inquired if Rizal want to return to Hong Kong, to which Rizal replied affirmatively.
After considerable discussion, Despujol created handbills named Los Pobres Frailes discovered in Lucia's luggage, which proved to be an empty gesture. The handbills, written under the pseudonym P. Jacinto, mocked Dominicans who had accumulated enormous fortune despite their vow of poverty.
