In World War One, chemical weapons such as mustard gas were much more common.
When the war was over, the Geneva Conventions were signed, which restricted the use of chemical weapons.

When World War Two came around, all the European countries couldn't use chemical weapons because they signed the Geneva Conventions.

The Nazis also lightly used chemical weapons towards the end of the war, but usually didn't because Hitler was paranoid about the allies retaliating with their own.
