He's had too much giggle water. Alcohol should be prohibited!
The 18th amendment will prohibit all giggle water.

Women argued because alcohol ruined their homes, and many peoples' lives. They thought as a nation, we'd be better off without it.
Destroy all of the giggle water before the big cheese finds out!

On January 16th, 1919, the 18th amendment was passed. This outlawed the manufacture, sale, and transport of alcoholic beverages.

People found out about speakeazies which were underground nightclubs that served alcohol.
The 21st amendment has just been passed repealing the 18th amendment. You may now drink as much giggle water as you please!
Law enforcement found out about the speakeazies, and shut many of them down.
Law enforcement realized many citizens would break the law, and still drink; it was too hard to enforce.
On December 5th, 1933, the 21st amendment was passed and repealed the 18th amendment.
