Hoover was the 31st president. He enrolled at Stanford University when it opened in 1891, graduating as a mining engineer. He was a member of the supreme economic council and head of the American relief administration. Hoover organized shipments of food for starving millions in Central Europe. He then served as secretary of commerce under presidents Harding and Coolidge. Once becoming president, Hoover's lack of leadership and power started to show.

Hoover made many attempts to improve the economoy but most ended up failing. Hoover believed that the economy would fix itself an government assistance would not be necessary since they "contradicted the capitalist economic policies in place."
No! I don't the government involved, but I have an idea, and it's called the Agricultural Marketing Act!
Philosophy:
Hoover's philosophy was American Individualism. He maintained that philosophy during his presidency which made him particularly unsuited to deal with the problem of the Great Depression.
