We stopped giving japan supplies because they invaded china. But we weren't the only ones. Several countries stopped giving japan supplies until they left china. Since japan is a small island they needed those supplies
The japanese attacked pearl harbor because the U.S. fleet was the biggest threat to their plans to invade Indonesia. Plus we stopped giving them supplies so they wanted revenge.
