- jefferson distributed a strong central government led by prosperous, educated elite of upper-class citizens he favored strong state local governmnets rooted in popular participation. He also favored a socienty of farmers, also supports the south and west.
- Hamilton believed in a strong government lead by a prosperous educated elite of upper class citixens. He also belived that commerce and industry were keys toi a strong natiom. Hamiltion wanted a goverment loike great britain.

- In 1789 congress passed protective tariff that put a import tax on goods produced in Europe. Hamiltion wanted more money so he put a excise tax on the manufacture of whiskey. The tax was on a products manufacture,sale, or distribution.
- Hamilton knew when passing the tax, farmers would get mad and it did. In 1794 Farmers in western pennsylvania refused to pay tax. They beat up federal marshals . They also threatened to secede from the union
