The Mexican government is concerned about Texas and sends General Manuel de Mier y Teran to investigate. He finds that there is a lot of anglo influence, and that the colonists are worried about the new Centralist Government because of slavery and taxes.

The law of April 6th upset many of the colonists because they stopped immigration and the introduction of slaves, and taxed them for foreign goods. The colonists were angry because they felt they were not being treated fairly.

Mean Bradburn was an American who was very loyal to Mexico and its laws. When 2 colonists refused to pay their taxes, Bradburn had them arrested, and the colonists were very angry. They tried to fight back, but they didn't have enough firepower.

The colonists declared their loyalty to Mexico, but they wanted a federalist government. They support Santa Anna, who is claiming to fight against the centralist, and he later comes into power. They make a list of requirements and have SFA deliver them.
SFA reaches Mexico and writes back to the Texans saying that they are not put together and need their own government. Ater SFA talks to Santa Anna and he drops the immigration law, SFA decides to go back to texas. However, he is arrested for writing the letter, and it makes the colonists very angry. Once he is released, he goes back to Texas to find that the Texans are NOT HAPPY with the Mexican government.
But what about declaring our loyalty to Mexico?!? I don't know, I think we stay with Mexico
The colonists are upset with Mexico, and they refuse to pay taxes. William B. Travis (the one who was arrested by Bradburn) forms an army, and the Texans have mixed feelings about this. They write an apology letter to General Cos who rejects it because Santa Anna (who is his brother-in-law and now a centralist) told him to. He then asks for the Texans to turn in anyone who isn't loyal to Mexico, but they refuse and are torn between independence or peace.
