In September of 1786, delegates from 5 different states met in Annapolis Maryland, to discuss ways to promote trade among their states. They believed that creating a National trade law would help the economies of all states.
The Constitutional Convention did not reflect the diverse U.S population of the 1780's. The founders established one and would provide full rights and responsibilities to all Americans.

Back in 1776 many Americans thought that the government was the main threat to peoples rights. As a result, the government had to be strong, but not too strong to be controlled, with 29 delegates in attendance the convention was under way.

On May 29th they started making a plan of designing a new national government, TVP was that the government would have 3 branches, legislature, make laws; levy taxes regulate commerce, and make laws executive, enforce laws; judiciary, interpret laws
The delegates selected a committee to work out a compromise in early June, each state would have equal number of votes in the senate, on July 16 1787 they passed it.
