The Germans start by deporting the foreign Jews. In the text it says "And then, one day all the foreign Jews were expelled from Sighet." (Wiesel, 6) This was the Germans first step in controlling the Jews.
The next thing the Germans do it to move the German police force into town and have them board in peoples houses. The author says "A German officer lodged in the Kahn's house across the street from us." (Wiesel, 10)
Jews were no longer allowed to own valuables "[...] a Jew is henceforth forbidden to own gold, jewelry, or any other valuables." (Wiesel, 10)
The last thing the Germans do is make the ghettos for the Jews, Wiesel says "Two ghettos were created in Sighet." (Wiesel, 11)
