- Since the second world war, General Sun plotted vengeance against the Japanese government by waging nuclear war. Chinese citizens are not happy about going back to war with Japan again and have boycotted the general. He used his illegal powers to suppress his critics and illegally wages war. But cleverly acts as a decoy to North Korea.
- Louis Keegan's Rise To Power
- Covertly working with general Sun. He trained his offensive force military Ecliptic Shield inside a missile silo and agreed to take vengeance upon Japanese congress for World War 2 crimes. After General Sun is assassinated he plots a sneak attack against Japan, Hong Kong, and U.S. just for being strong allies with Japan.
- Vincent Millard's Rise To Power
- Much of his life is unknown due to being nearly below the radar from his activities with a former gang until becoming secretary of state of New Jersey. He financially pledged to benefit only himself and the Pseudo Storm due to the brainwashing of greed.
- Franklin Anderson's Rise To Power
- Another jobber for Steven Archer and Lyle Stevens. Louis had an impressive resume for both charisma and having a silver tongue. However, his ego is his greatest adversary which costed both his life and marksman skills and is executed by Lian Xing.
- An old colleague with Johnathan Phagen. He worked as a gunsmith for sometime but decided to work with Phagen to create an army against Erich Rhoemer.
- A big time democratic supporter but opposes Carla Loomis. He attempted to neutralize Carla to strengthen his chance for Virgil Polk to rise to power
