The newly formed U.S. quickly went into an economic turmoil. State creditors started to foreclose farmer's land .

Rebellion soon became too strong. Neither States nor national government could stop it. furthered dissatisfaction of the Articles of Confederation.

Representatives of 12 states (55 delegates) appeared in Philadelphia. Rhode Island was the only state to not attend. They were there to "revisit the Articles of Confederation" but decided to start a whole new declaration instead (U.S. Constitution).
Wanted to make a government that was consistent with their political philosophy. Had issues of equality, economy, and individual rights.
